c.                  fill out the registration form in person; or

Each speaker is limited to a one-minute presentation.

 

Persons who have not registered to speak should raise their hands at the time the item is announced and they will be given an opportunity to speak following oral testimonies of the registered speakers.

5.         BILL 17 (2009) – ISSUANCE AND SALE OF GENERAL OBLIGATION BONDS.    Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a Maximum Principal Amount Equal to the Aggregate of the Amounts Appropriated in the Capital Budget Ordinance for the Fiscal Year Ending June 30, 2010, and Specified in Said Ordinance to be Financed from the Proceeds of the Sale of Such Bonds and to be Expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, Solid Waste Improvement Bond fund, Transit Improvement Bond Fund, or the Housing Development Special Fund.

6.         BILL 18 (2009) – RELATING TO THE TRANSIT IMPROVEMENT BOND FUND.  Creating and fund receive and expend monies from proceeds of the sale of general obligation bonds of the City and County issued to pay all or part of those appropriations for public improvements made in the capital budget ordinance and specified therein to be expended from the transit improvement bond fund.  (Bill 18 passed second reading and public hearing held 4/22/09)

 

7.         BILL 19 (2009) – REAL PROPERTY TAXATION.    Providing a one-time real property tax credit to eligible owners of real property.  (Bill 19 passed second reading and public hearing held 4/22/09)

 

8.         BILL 20 (2009) – RELATING THE MOTOR VEHICLE WEIGHT TAX.   Increasing the motor vehicle weight tax.  (Bill 20 passed second reading and public hearing held 4/22/09)

 

9.         BILL 21 (2009) – RELATING TO THE HIGHWAY BEAUTIFICATION AND DISPOSAL OF ABANDONED VEHICLES REVOLVING FUND.  Increasing the highway beautification and disposal of abandoned vehicles fee.  (Bill 21 passed second reading and public hearing held 4/22/09)

 

10.       BILL 22 (2009) – RELATING TO PUBLIC TRANSIT.  Amending the fare structure of TheBus.  (Bill 22 passed second reading and public hearing held 4/22/09)

11.       BILL 23 (2009) – RELATING TO FEES FOR USE OF MUNICIPAL GOLF COURSES.  Increasing golf fees.  (Bill 23 passed second reading and public hearing held 4/22/09)

 

            PROPOSED CD1 TO BILL 23 (2009) – The CD1 amends the effective date and makes ramseyer and other formatting corrections.  (OCS/051209/11:29/HM)

 

12.       BILL 24 (2009) – RELATING TO ADMISSION FEES FOR THE HONOLULU ZOO.  Increasing the admission fees for the Honolulu Zoo and deleting the sale of the annual family pass.  (Bill 24 passed second reading and public hearing held 4/22/09)

 

            PROPOSED CD1 TO BILL 24 (2009) – The CD1 makes ramseyer and other formatting corrections.  (OCS/051209/08:14/CT)

 

13.       BILL 25 (2009) – RELATING TO THE DEPARTMENT OF PARKS AND RECREATION.  Amending the fee for attendant and custodial services, Honolulu Zoo parking meter rates, and Hanauma Bay Nature Preserve admission fees to bring fees and charges closely in alignment with current operating costs. (Bill 25 passed second reading and public hearing held 4/22/09)

 

            PROPOSED CD1 TO BILL 25 (2009) – The CD1 (OCS/051209/08:46/HM) amends the bill by:

 

            a.         Adding language to subsection (g)(1) and (g)(3);

            b.         Deleting section titles in Sections 4 and 5; and

            c.         Making ramseyer and other formatting corrections.        

 

14.       BILL 26 (2009) – RELATING TO FEES FOR SPECIAL DUTY REQUESTS.  Increasing the administrative fees that may be requested for special duty officers and increasing the amount of the special duty workers’ compensation fund. (Bill 26 passed second reading and public hearing held 4/22/09)

 

            PROPOSED CD1 TO BILL 26 (2009) – The CD1 adds an effective date and makes ramseyer and other formatting corrections.  (OCS/051209/08:15/CT)

 

15.       BILL 27 (2009) – RELATING TO FEES FOR ALARM PERMITS.  Increasing the administrative fees that may be requested for annual and renewal permits for alarms.  (Bill 27 passed second reading and public hearing held 4/22/09)

 

            PROPOSED CD1 TO BILL 27 (2009) – The CD1 deletes language in subsections
(a) through (d), and (f).  (OCS/051109/04:29/HM)

 

16.       RESOLUTION 09-93 – CITY AND COUNTY OF HONOLULU FUEL TAX.  Amending the City and County of Honolulu Fuel Tax. (Resolution 09-93 passed first reading 3/18/09; deferred in Committee 4/13/09)  Note:  Resolution 09-93 will be cancelled if the item is reported out of committee to the Council floor at the May 13, 2009 Budget Committee meeting.

 

17.       RESOLUTION 09-77 – REAL PROPERTY TAX RATES.  Determining the real property tax rate for the City and County of Honolulu for the Fiscal Year July 1, 2009 to June 30, 2010. (Public hearing held 4/22/09)  Note:  Resolution 09-77 will be cancelled if the item is reported out of committee to the Council floor at the May 13, 2009 Budget Committee meeting.
